HOMEOWNERS CONCERNS & COMMENTS:  Jonathan Freirich reported that 154 Tramway B is for sale.  That unit also contains an Unrecognized Dwelling Unit, 154TR-B-UNR.  The Manager reported that he does pay 2 assessments for that unit and that we will take care to notice any potential buyers that they will be responsible for the assessments.

CALL TO ORDER: The meeting was called to order at 4:00 pm. Board members present were; Vince Travens, David Lewis, Joe Bill and Jonathan Freirich. Scott Nelson arrived at 4:45 pm. Also in attendance were; Carolyn Treanor, Treanor & Associates and Mike Paulson, Maintenance Manager.

APPROVAL OF PREVIOUS MINUTES: 

Meeting Minutes July 18th, 2010: The Board reviewed the minutes of the of July 18, 2010 regular board meeting as presented,   Jonathan Freirich moved to approve the meeting minutes, Joe Bill seconded, all ayes, no nays.

Meeting Minutes July 18th, 2010, Annual Meeting:   The Manager presented a draft of the minutes of the July 18th, 2010 Annual Meeting for the Board’s review.  The minutes will not be approved until the 2011 annual meeting

STAFF REPORTS:

1. GENERAL MANAGER:

Financial Reports:

    1. July 2010 Accounts Payable:  Carolyn Treanor presented the accounts payables in the amount of $18,857.68 board’s review. This amount includes $7,315 for D & O Insurance Policy and $1,496.16 for the general liability policy. The balance of the operations checking account is $181,964.61.  The balance of the capital reserve checking account is $62,200. 
    2. July 2010 Spreadsheet Review: The budget spreadsheets were presented for the Board’s review and discussion. In summary all is in order.
    3. August 2010 Accounts Payable: Carolyn Treanor presented the accounts payables in the amount of $32,723.35.  This amount includes a check written to Tahoe Village Homeowners Association in the amount of $22,049.84 for reimbursement due to an error whereby a Summit Village deposit slip was used for a Tahoe Village HOA deposit.  The management company has taken the necessary steps to insure that this type of error will not occur again.  The actual August payables for Summit Village were $10,673.51.  The balance of the operations checking account is $175,167.08.  The balance of the capital reserve checking account is $62,200.
    4. August 2010 Spreadsheet Review:  The budget spreadsheets were presented for the Board’s review and discussion.  In summary all is in order.

      Jonathan Freirich moved to accept the financial reports for July and August 2010 as submitted, Joe Bill seconded all ayes, no nays.

2. FIELD MANAGER:

  1. Tahoe Regional Planning Agency (TRPA) Best Management Practices (BMP) Update:  Mike Paulson reported that he has been working with the TRPA and JWA Engineering regarding the BMP requirements for Summit Village.  Mr. Paulson stated that after consulting with JWA and reviewing the engineering plans there are still some common areas that need to be paved in Summit Village.  The TRPA has requested that we pave these areas of compacted dirt to prevent further soil erosion.  Mr. Paulson estimates that the cost is around $3,000.  A discussion followed.

    It is the general consensus of the Board that this work should be done this season and the expense will be paid from the capital reserve account. At the Board’s direction Mr. Paulson will get an exact cost for the project and present it to the Board for their approval.
  2. Summit Village Forest Health/ Tree Removal:  Mr. Paulson reported that he is continuing to work with Bard Johnson; Professional Tree Removal Service to remove dead and dying trees in Summit Village.  This will help maintain a healthy forest.   Michael Paulson stated that they will stay within the budgeted amount for 2010-2011.
  3. Repairs to Retaining Wall /771 Tina Court A:  Michael Paulson reported that Sunrise Backhoe is going to repair the retaining wall located at 771 Tina Court, unit A this season.  The retaining wall was damaged several years ago by a previous snow removal contractor and has never been repaired to the owner’s satisfaction.
  4. Complaint Regarding Cars Parked on Bigler That Do Not Have Parking Passes:  Michael Paulson reported that he received a complaint from an owner at 795 Bigler regarding cars that are parked in the cul de sac that do not have parking passes.  Mr. Paulson reported that he tagged 12 cars in that area and will continue to monitor the parking situation. 

OLD BUSINESS: There were no items to discuss

NEW BUSINESS:

  1. Refuse Update:    David Lewis reported that he has been reviewing the cost of refuse for Summit Village for the past 19 months.  Since February 2009 there has been a refuse monitoring program in place and costs have been reduced almost 45% overall.  The average cost of refuse per owner is $16.00 per household per month (averaged to 280 owners). Mr. Lewis states that there continues to be illegal dumping in Summit Village and would like to discuss additional measures that might be taken to help stop this practice.  Options such as video monitoring, additional signage and prosecution of violators were discussed.

    At the direction of the Board, staff will continue to monitor the refuse containers in Summit Village and place newer signage on the refuse containers warning violators that they will be prosecuted for trespassing.  The illegal dumping in Summit Village continues to be a problem.

OTHER:

  1. Stairway Access from the Hilltop Parking Deck Blocked by Vehicle Parking: Scott Nelson reported that over the past week there have been cars that are parking on the common area parking lot in front of the Hilltop Duplexes blocking the access to the walkway. Mr. Nelson is concerned that this is a safety issue. A discussion followed.

    Michael Paulson reported that he has already replaced all the signage that was on the Hilltop parking area after the new lot was constructed and that he would look to see if he had another sign that states "Do Not Block Access to Walkway". If not a new sign will be ordered and placed in the appropriate location.
