Summit Village Parking Policy & Parking Permit Application

I.          PURPOSE: The Summit Village CC&R's specify that each dwelling unit shall be allocated two parking spaces. They further state that motor homes, buses, and trailers (including boat trailers/boats) may NOT be parked within Summit Village.

  1. The primary purpose of this policy is to assure that the occupant of each dwelling unit is provided with the two parking spaces to which he is entitled to use for his automobile or small truck.

  2. The secondary purpose of this policy is to fairly allocate any additional parking spaces that may be available within Summit Village in a manner that does not conflict with the aforementioned primary purpose of this policy.

II.        GENERAL PROCEDURE: Two permanent (laminated) parking permits shall be issued to the owner of each dwelling unit. If the unit is rented, the owner is responsible to assure that his tenants receive and use these parking permits.

  1. The permit entitles the bearer to park in any available space within his assigned area, except for those areas that have been designated as critical.

  2. The permit must be clearly displayed in the vehicle.

  3. Critical parking areas may be used only by persons who reside in those areas. A special permit with a different color code is issued to persons in critical areas.

  4. There will be no storage of cars, etc. Any vehicle not being moved on a regular basis will be tagged and towed after 72 hours.

  5. After a snowfall, vehicles must be moved to a parking space that has been already plowed within 24 hours to allow the snow removal contractor to clean out all parking areas in the Association.

  6. Property managers will give a written copy of the rules to each person to whom they rent a residential unit to.

III.       ADDITIONAL PERMITS: At the time this policy was conceived, there were approximately 100 extra parking places within Summit Village. Twenty-five of these have been allocated for temporary use by residents' guests (See Temporary Parking Area below). The remaining unallocated parking spaces are located on Gary Lane and Tina Court. This number will shrink as additional lots are developed. The Board of Directors may at its option issue permits to use this additional parking.

  1.  Additional permits may be used to park on Tina Court and Gary Lane only.

  2. These permits will be distinctly different than Normal or Critical Area parking permits in appearance.

  3. A $25/month fee will be charged for each additional parking permit issued.

  4. Income from additional permits shall be applied in accordance with Paragraph VII, C below.

  5. Parking in areas other than Gary Lane or Tina Court is a violation of this policy (see Enforcement below).

IV.       TEMPORARY PARKING AREA: Twenty-five parking spaces have been clearly marked on the north (dumpster) side of the large parking lot off of Tina Court. These are to be used by the guests of the residents of Summit Village in accordance with the following:

  1. The management must be provided with the vehicle description, the owner's name, the sponsoring resident's name, address, and phone number, and the length of time (usually 48 hours maximum) for the temporary use.

  2. No parking permits will be required in the temporary parking area so long as the requirements of Paragraph "A" above are met.

  3. Vehicles parked in this area without the aforementioned prearrangements or vehicles exceeding their authorized time period will be in violation of this policy (see Enforcement below).

V.       VACATION PERMITS: Vacation permits will be issued by Summit Village, Inc. for a fee of $5.00 each.

  1. The vacation permit is a special type of permit, which is colored red on white.

  2. The calendar period during which the vacation permit may be used shall be clearly marked on the vacation permit. Starting and ending dates must be marked using a heavy marking pen. The permit is good for a maximum of (7) days.

  3. Please be aware that violation of the rules may result in the violator's vehicle being towed immediately at his expense.

  4. The property manager will give a written copy of the rules to each person to whom he rents a vacation rental unit to.       
VI.       ENFORCEMENT: The Summit Village Manager shall enforce this policy.
  1. Vehicles found to be in violation of this policy shall be marked with a twenty-four hour warning. If the vehicle is not moved within the twenty-four hour period, it will be towed.

  2. Repeated offenders may be towed immediately, without additional warning at the Summit Village Manager's discretion.

  3. Effective October 1, 1992, owners of dwelling units who violate the parking regulations will be subject to fines which will increase for each repeated offense. The initial fine will be $25 and subsequent fines will increase by $25 for each occurrence. There will be no limit on the maximum fine. Collection will be enforced by lien and foreclosure.

VII.     CREATION OF ADDITIONAL PARKING: Where practical, the Board of Directors may acquire undeveloped lots and convert their envelopes to parking use.

  1. Where possible, the envelopes (sewer/water permits) shall be moved elsewhere and sold or developed by the Board of Directors, for the benefit of Summit Village, Inc.

  2. Developers of undeveloped lots will be required either to develop two parking spaces per dwelling unit or will be required to pay $6,000 per parking space to the Association for the right to use Association parking that has either previously been developed or will be developed in the future on common area by the Association.

  3. Such income as may be realized from Subparagraphs A or B above shall be used for the following purposes in the order indicated:

    1.         Parking program administration.

    2.         Roads and grounds (including snow plowing).

    3.         General Fund expenses.

This policy was originally adopted by unanimous vote at the regularly scheduled Summit Village Board of Directors Meeting on September 17, 1990, was amended at the October 21, 1991 Board Meeting, and was again amended as herein written at the regularly scheduled Board of Directors Meeting on April 20, 1992.
