Dear Homeowner:
Welcome to Summit Village! We are enclosing copies of the documents that direct the administration of the Homeowners Association. In the following paragraphs we will attempt to answer some of the most commonly-asked questions concerning these documents.
As an owner of a residential unit in Summit Village, you are responsible for the care and maintenance of your own dwelling unit, walkways and stairways serving this unit, and the immediate surrounding area. If your unit is part of a multi-family building (we have buildings with up to twenty-four single-family units), you and the other owners of the building are responsible for the care and maintenance of the interior halls, walkways, doors and lighting.
With the exception of the area immediately surrounding each dwelling unit, the Association is responsible for the maintenance of all "Common Area." This includes snow removal, refuse dumpsters, general clean up, improvements to common areas, and maintenance of Association-owned roads and parking lots.
The Association is additionally responsible for insuring that each of the dwelling unit owners meets his/her responsibility in regard to the care and maintenance of the unit, and also that each owner respects the rights of the other owners, while exercising his right to the use of his property.
The Homeowners Association is administered by an elected Board of Directors that meets monthly and two employees, a Field Manager and Office Manager. Board meetings are open to Association members. All members are encouraged to attend the annual meeting, held in August of each year. Specific notification is sent to each Association member well in advance.
The Association is responsible for:
- Supplying certain services and/or amenities to all properties with the boundaries of the subdivision (i.e., snow removal, refuse dumpsters, general clean up, improvements to common areas, paving and striping roadways, and parking lots).
- Monitoring all properties within the subdivision to the best of its ability, and to control infractions against the Covenants, Conditions and Restrictions by owners and tenants as they might occur.
- Arbitrate differences between owners.
- Review and approve plans of future developments within the subdivision.
- Interface with governmental agencies to promote the subdivision and gain their assistance in developing programs which benefit the Association.
The Homeowner is responsible for:
- Maintenance and repair of his/her buildings, decks, stairs or walkways. In the event that the homeowner fails to adequately maintain these items, the Association will contract to have the items corrected, and will bill the affected owner(s).
- Procuring insurance for his/her home or lot.
- Broken water pipes under on in the home.
- Animal control (your animal or your tenant's animal).
- Providing your management company and/or tenants with a copy of the Summit Village Homeowners Association rules and regulations.
- Cleaning and maintaining common hallways/walkways in multi-family units. Some groups of owners of multi-family buildings have established mini-associations with their own assessments to handle building maintenance costs.
Summit Village Homeowners - Rules & Regulations
- No more than two (2) permanent occupants or cohabitants per bedroom will be allowed to occupy any given unit. Infractions shall be referred to the Douglas County Health Department for action.
- Each residential unit is allotted two (2) parking spaces; i.e., a duplex is allotted a total of four (four) spaced, two per each side.
- There are absolutely no guest parking spaced available within Summit Village.
- Vehicles parked in common-area lots for a period of more than seventy-two (72) hours shall be towed at the owner's expense.
- During snow season, all vehicles must be parked away from snow disposal areas and outside the rights-of-way snowpole markers. Clearing of walkways and stairways is the responsibility of the occupant or that particular unit.
- Nothing shall be stored in the common area. This includes, but is not limited to, boats, motor homes, trailers, inoperable vehicles, firewood, etc.
- Refuse dumpsters are for the owners and renters only. Non-area residents and construction companies are restricted from using the dumpsters. Only household refuse is to be placed in the dumpsters. If any give dumpster is full, it is the owner/renter's responsibility to place refuse in another dumpster.
- Dogs left unattended and allowed to roam common areas will be picked up by the Douglas County Animal Control. Any and all impound charges will be the owner's expense.
- Recreational vehicles (RV's), buses, boats or trailers will not be allowed to park in Summit Village, unless arrangements have been made with the Association Management at least seventy-two (72) hours prior to arrival.
- Unlicensed off-road vehicles (dirt bikes, three-wheelers, dune buggies, etc.) are prohibited in Summit Village.
- Individuals shall not be allowed to camp or stay overnight in any tent, RV, trailer or camper in Summit Village
To summarize, the Summit Village Association is responsible for monitoring Common Area and supplying certain amenities or services throughout the subdivision. The homeowner is responsible for his/her lot, building, and access to it.
