Summit Village Snow/Sand Plowing Policy I. PURPOSE: To establish the method for contracting and administering street/parking area snow plowing/san removal operations and to establish the specifications for the services that the contractor will provide. II. AUTHORITY: Declarations of Covenants, Conditions & Restrictions for Summit Village. III. SCOPE: This policy covers the process for selecting a contractor to perform these services through the competitive bidding process, for administering the contract, and the specifications for the services that the contractor will provide. IV. CONTRACTOR SELECTION: Contract periods shall run for at least one year, concurrent with the Summit Village fiscal year which is from July 1st until the following June 30th. Requests for bids shall be distributed to two or more interested, licensed contractors in the area and shall contain the copy of this policy. Contractors shall be required to submit their sealed bids by a specific date after which no more bids will be accepted. Contractors with a past poor performance history may be excluded from the bidding process list. The selection process shall be administered by the Association Manager. Bids will be opened by the Association Manager after the deadline and obtain any required clarifications directly from the bidder. The bids and the Manager's recommendation will be presented to the board at the next regularly scheduled meeting and a selection will be made. The Board will normally, but is not obligated to, select the lowest bidder who meets the required performance specifications. V. PERFORMANCE SPECIFICATIONS: The Contractor will remove snow and sand from all of the paved private property belonging to the Association.
This policy was adopted by unanimous vote at the regularly scheduled Summit Village Board of Directors Meeting on November 18, 1991.
